Stats abuse explanation?

I wanted to ask you people on forums (people who are more into dota) how do you understand the "Stats abuse" rule and also clarify it once in for all. The idea came after i got denied in Ban req, where I reported stats abuse.

Quick description: pudge was hooking us from fountain. When he died, he came back and did some more hooks. Request denied "Not one of them made +10 kills at fountain dude."

so here are facts:
- enemy team did at least 13 kills together
- denied because pudge and noone else did >=10 kills
- assisting with kills is not a valid parameter for this rule

So this is the way how I see the rule now:
- Stats abuse (more than 10 kills) can be applied only if someone from opposite team farms or achieves 10 kills or more at the fountain. This basically means, assuming perfect ballance and clear score table, that if 5 enemy heroes stands near enemy fountain and EACH of them does 9 kills and stops (having a total score 0:45 and individual KDA score of each hero 9:0:36), it is NOT bannable due to Stats abuse.

Now that we are over obvious (from my POV), two things wonders me:
1) if I desribed the rule correctly, then - pardon me - it's ridiculous and needs some adjustmen because
2) stats abuse is not only collecting kills, but keeping balanced score of any player in terms of KDA ratio (K*(highest)-D*(lowest)-A*(highest) )

Please add your opinions, ideas or experience with this rule.

ps.: Please note that this is no more about some stupid ban request on silly "lazy-to-play-and-short-on-time easy mode game"

This is shity thing to talk about. There are no rules saying anything about stats abuse more clearly. Mostly it depends who will answer to your request. Some of mods saying that stats absue is when enemie team gets in total 10kills/assisst.. other (like in your request) says such a different thing.

few kills at fountain are always appreciated - stat abuse is when they kill you 60 times in a game - then you can really complain

Player is allowed to stay at fountain with the intention of killing heroes for better stats by participating in only 10 kills;
so it should be
kills+assists</= 10

usually killing at fountain means guys from outside try to kill you and guys from fountain are trying to kill attackers using force staff or venge ulti

you can always buy few trees and hide in forest

stats abuse is when you kill leavers many times - or when you kill fountain and then kill respawning heroes
