yes but there are some players whit 20+ lvl and still tard.he can play 1 year and little by little have lvl.but you're right high lvl room is good there have ban one week i think

RGC good another way of playing most played mode is -cm and trilines wards and chick are routine even time to time not good players but still more pro looking games then the rest typical pubs its not about kills and ladder so much but about more real serious meta gaming and its more fun then stomping some noobs and % of leavers is rather low its my xp and my opinion so its not like a text in a stone just try it if wanna some another xp from dota and have a fun from game like it is

i create acc on iccup and play several games and is similar like pd.eu whit pub but most players is from russia,ukraine,bulgaria,...they have ap/ar/sd/sm/sd/rd modes whit out sw.not look bad for now,but pd.eu is best server !
