Why?
The player that is suspected is like any other reported player. If the moderator approves the request, he gets banned.

but if a players take screenshot if he have maphack the map would be visible whole so hack moderators will have less work

It would be way better to PD.eu implement automatically screen shot taker, that takes screen shots frequently in some period of time, and saves those pictures somewhere in database allowing only Staff members to see them.
So if you have suspected player, the only thing Staff should do is to take a look at those pictures.

When you switch off something that means that it was switched on,meaning it was used,and if was used,you can check from the moment he turned on the hack to the moment he switched it off,also you can check his actions with dotareplay from http://rivsoft.narod.ru/dotareplay.html witch gives an Action log that takes dota replays to a new level.

Firstly, you cant see what he sees from your point of view, so ss couldnt prove that he sees the whole map, and secondly, we do have a replay saved for every game played here on stats page, and videos can tell a lot more than one steady picture, so i think your proposal is useless..

We can then build a website of real MILF action, make it a paying site, and buy more servers to welcome more turks on PD.
