why I've spent 15 minutes to make a report and I see it has been denied?

Hello everyone can anyone explain me the situation regarding spamming rules because it's not very clear to me...
So basically I made a report for some people who was spamming the !rmk command (clearly more then once in every 5 minutes as your rules says)  but my request got denied.
I took again a look at the rules but I was right reporting them as 1st rule clearly states :

Player must not spam :
                                 - User is not allowed to use !rmk more than once in 5 mintues
                                 - User is not allowed to use !checkban more than once in 5 mintues                                                           
                                 - User is not allowed to use !votekick more than once in 5 mintues
                                 - User is not allowed to save the game;
Player must not flame;

Sooo... what is the situation? Can people happily spam commands without any problem?
Just in case I decide to host another game what I have to do in case people spam and make the game very unpleasant? report or no report? waste 15 minutes for nothing again?

it didnt get denied one of them got warned the others denied bcos not the same player was doing the !rmk command.. and how thug said its not obligatory its just moderators decision

dude , that isnt rmk spam ... did u ever saw a rmk spam or checkban spam ? the ones that fill your screen and u cant see shit ... that is spam they were just stressed , 3 times using !rmk ... cmon that's so soft ... next time request a ban when smb leaves when the throne is 20 hp k ?

exactly, the "spam" in that game could hardly cause the game to become unplayable

i play in low resolution and every time 5 people type this f******* command my screen get filled for 3/4and isn't cool at all believe me... a lot of times i die because of this  .. plus the fact that they type it every 2 minutes still look to me they are clearly breaking the rule and nothing has been done about it.
Anyway this was my first and last report as i can see the rules are there not for everyone.

Spamming game is when you do it most of the game and ruin other players gameplay because they can not see anything...

Spamming from time to time is threated as spam but it does not effect game too much.

Also there will be blockade to spam every second in new bot.

Many of these problems will be fixed.

lol i once i played a game some guy started spamming !rmk command from minute 20 till minute 34 (the end of the game) that means suffer!!
and about new bot! when is this coming?? i heard this since november 2010 and now almost february 2011 thats 4months!! hope it comes asap.

y man i know when some retard starts spamming with rmk.. whole fucking screen is covered... its even worse then leaving imo. and i would ban them for life.. because if they do that its unplaybale for all the ppl.

did he spam the rmk command or just used it more then once in 5min... if he used it like just after the voting ended its oke.. everyone does that... but if he spammed !rmk like 20 times in min its should be permabash !
