What are the rules on PD with early game quitters?

I had a situation earlier today, game was up for 4 minutes and 1 player quit. All of us of course typed !rmk but 1 player refused and we ended up 1 vote short of rmk.

I heard somewhere that if someone quits in first 10 minutes of the game you can quit and not get banned. If host ban you anyway he will get warning or be banned for a short time.
Its ideal if all just type !rmk but sometimes there are ppl who just want to piss you off.

Can some admin or moderator confirm what is of all this truth?

One more thing, can those ppl who refuse to rmk in such situation, with early quiters, be banned or warned?

they can't be banned, noone can be forced to sw or rmk, but if 40% of playas vote for rmk ua re free to leave acording to rules

Ok so there is quiter in first 10 mins. We needed only 1 more vote for rmk so i can quit, but what if host is some brat and decides to ban me anyway. Then i need to waste my time with unban request and then to w8 for mods to read and unban me. Game owners who ban you anyway should get some warning or 1, 2 day ban.
Is there some rule for those kind off game owners who abuse the ability to give bans?

I saw many times overconfident players from the leavers team who want to play 4v5. They are brought back to reality in mig game when they finnaly type !rmk, but the first 10 min have passed allready

Ok so bassicly the rule says that if 1 player leaves, if all from the leaver's team vote !rmk, that equals 10%, u can leave if in first 10 min of the game. Ofc ALL host ban u cause they dont care about that rule so you have to wait for the unban request...

Host a game then... if you need to avoid this situation...

Theres no way to avoid it. If they don't remake, they wont leave after you leave. They will stay and spawnkill you till you have 300 deaths and create a new account
