Disable checkban command

Disable checkban command during game, often leads to severe spamming by muted users, which can become pretty irritating.

In the next bot release, you will have no problems with the checkban command flooding your screen.

That user is perma banned for flame and for spam.

So basically commands like !rmk, !checkban will have some period of time to use?
You will be able to !rmk once in few minutes.
That sounds great, it will wipe out spammers and make game more playable.
