EVEN if u consider MAC Address > There will be many Cyber cafes crying about unbanning their MAC addresses because they can't control everyone especially in big cyber cafes with above 100 computers in it.

Maybe an epic expert can modify warcraft3 loader exe file to alternate the way it decide to show fogged units. But it sound almost impossible.. bleh  :'(

Actually, there's no way to identify uniquely a computer on the web, except with some special hardware token, and the appropriated software. The mac address isn't more reliable than the IP address because there are ways of modifying it manually.

All you can do is playing with an anti-hack software that detects the Win32 signature of hacks running on the same OS. The bot detects if you have that anti-hack launched. And you can kick those who dont play with the anti-hack ON. Like on ICCUP http://www.iccup.com/dota/dota_start.html

MH'ers are mostly noobs so I doubt that they can modify their MAC address 10 times per week to dodge bans  And there is no way to change TRUE MAC Address without getting new hardware afaik. I'm not so good at networking anyways  :'( u probably know more than me so... You may be right too.
