If I'm correct delay reducer is only for the host to scale the latency of the game. It won't work on PD bots.

Warcraft 3 doesn't require a good connection at all. You are sending and recieving a very tiny packets, which probalby doesn't even impact dl speed of most players due to the fact the game is pretty outdated. What you need is stable connection, and of course being far from the bots (outside europe) is kidna disadvantage. If you can try looking for better internet provider - i have experience that you can get much more stability for the exact same price.
