In my opinion the rule had some other meaning than just impacting stats abuse ( may the rule of mighty stats be long and blessed). There is also the scenary when pro player joins noob game just becasue "he finds funny to pwn those noobs" and simply destroys the game for his own amusement.
This have similar impact on the excitement which you get from the game, as if you play with player who suicides on purpose, destroys/sells items. Even maybe worse beacuse the winning team won't votekick their imba player. Imagine what fun you would have in football match with your friends after you noticed they have olympionic player in opposing team.

Yes this can be resolved by looking on stats. However the stats doesn't equal skill. Also many noob players don't know what are the main aspets of stats (if they do they made a huge step to become a pro) and simply kicks you bcs of k/d ratio (yet cou can't just blame them for not knowing).

The situation is not exactly the same with noob in pro game - the impact may be subjective, also pro should notice who is noob from stats. However this can't give you 100% reassurance of the players quality. And people who plays style "wait fo lasthit with avalanche, and then go b woods finishfarm my dagon for more lasthit" or "me solo mid me shaker with boots and tangoes" aren't IMHO pros and they shouldn't ruin game for decent players. And yes those people with acceptable stats do exist.

well there is 1 thing that happened yesterday i think a game was hosted whit gn: dota arso eu prozzz or pros so i joined the game i landed on the 6th slot meaning scurge or wut ever  then the host if i remember the nick was [wtf]bli.. something dont remember rest  did  pub.  dota arso eu MEGA NOOBS +1  3 ppl joined the game dont remember W/L ratio but i do remember K/D  2.10  12.50  ,  4.55 18.9  , and the best 0.00 8.00  now this is what i sream to open when i see it but he sad NO and i left the game later on i saw in states ofc they won that game  what do u say to this

well,check their deny,if they have 0 or 1 , 2 kick them,they are uber nabz.take a look on their k/d and thats it
cant rly do much more and imo its enough...

deny ? why my goal of this season was 0 deny in 100 games / i failed well i still need to play 19 more game to get it to 0 again since by mistake i denyed a tower/ tought it doesnt count as deny creeps and i fucked my score

I would like to see nevermore get max necromancery in couple mins....

And to see how last hit and denie is bad or good vs nevermore...nevermore's nightmare is good denier and good last hiter,he can denie his own creeps

even if we go to play 1v1 after 9 min  i will leav cos it will get boring so no point in even starting the game
