Why ? His disabling skills rely on Quas, that can be maxed ( and a level 3 ultimate ) roughly ~15min. Cold snap >>>>>>> ALL ? shackle,voodoo, stun etc !

Ye, lol . At lower lvl who can afford to spam his disabling skills ? ps :  Cold snap has pretty low mana cost and low cooldown.
And I only mentioned 1 skill, he also has tornado, emp(is semi-disable), blast, ice wall and even ghost walk slows enemies.

thats why i said he is #1 dissabler but in mid,late game coz of those tons of skills.wouldnt say that he is one of the best dissablers at low lvl
