I know that internet was invented by the almighty Uncle Sam. The question is, by which part of that faction? The strong, well trained soldiers or the nerdy techinians/scientists/general geeks?
And whose idea you think was making it public and usable by normal citizens? The strong, well trained soldiers', who had no need for such a system outside of the army?
Anyway, the internet at that time wasn't the internet we know today. It was just a faster and easier way to transfer important information. That was the main goal of the whole project, the U.S. army didn't invent it any further than that, nor did they have any reason to do so. But, it was still developed to the form it is today, and can you guess by what kind of people?
