We prevent such situations by giving enough time in the lobby. You have enough time to exit the game. This is not a violation, please review the rules.

5. Player must not use any kind of cheats/bugs:
a) Abusing inner DotA bugs will be considered as cheating.
b) Abusing gproxy's ability to reconnect (by unplugging) will be considered as cheating.
c) Pretending to be a Moderator/Admin and faking official bot announcements is not allowed.
d) Using hacks of any kind is forbidden.
e) Leaving lobby(Loading abuse) during countdown (resulting draw ingame) ,will lead to a ban.
