Are there any rules that ban the following situations in lobby?

1.Match name AP/SD etc +1, +2 when in fact 5 to 9 are missing? (incorrect game name);
2.Not using !unhost command for games where owner leaves;
3.Kicking players after all 10 players are gathered; I saw this happening as players waited 15-20 minutes, then when we were all 10, host started kicking based on psr; this is bad behaviour, you should not waste other players time -> if you don't like them kick them from start.

After doing some research and digging up through some topics you initiated on the server, I'd advise you to thread lightly and avoid mocking people who're making basic inquiries. At least try to give people the level of respect and understanding you expect to get in discussions 

@inzamix In all honesty, those are all dick moves (at lest for me personally), but at the end of the day, the guy who hosted the game has the right to manage it however he likes. I wouldn't dig deeper and discuss reasoning behind it (because it's obvious), I can only advise you to start hosting games yourself so you can manage them however you like.

Edit cause I haven't really addressed the question (I'm an idiot) - there are no rules in regards to thiese specific circumstances. Issuing warns / bans for this would probably be counterproductive since you have easy workarounds (e.g. hosting games yourself).

You can use command /w la-dota !lobbies to see the amount of dota players in each lobby.

Your comments are valid. In Safelist (an old private league) we used ti have a rule that if you waited for 10m you couldnt be kicked. However, implementing something similar here is difficult.

I would suggest remembering the name of the host and avoiding his lobbies next time. I always discourage playerss that have bad behavior as hosts.
