reason: game ruining /afk

situation: he was necro and dominated by mid untill mid game and he refuses to play with us...
not using skills (not even healing us intentionaly)

he blames us for not ganking and national flamed us...
we tried to votekick for game ruining but enemy team dont vote...

he played good at the end game but still he didnt untill 40 and blames us again and again...

in the end he played with us but game ruining still (by staying afk at combats and doesnt use skills)

so no need for ban but if you can warn him good it would be good
