Complaint about b&u system

Recently i read this complaint: https://dota.eurobattle.net/la/forum/index.php/topic,191062.msg699681.html#new

Cant help but ask few questions:

I already saw same before, someone dont like moderators decision, so he goes to head moderator, if doesnt like his decision as well goes to section leader, then administrator, then other administrators and spams until his request is solved as he likes.

Shouldnt it be like head of b&u section is the main guy for such problems? He posted his decision: https://dota.eurobattle.net/la/forum/index.php/topic,191062.msg699649.html#msg699649

1) Why some people can spam complaints until their point of view is accepted, is the complainer the one who is solving request or maybe a neural moderator should do that?
2) Whats the point of having head of b&u section at all if nobody cares about his decisions??? Dont like his decisions, spam aleksandar, dont like aleksandar's decision, spam shadowlord etc etc, is that an acceptable way of handling requests?

Im not judging who had right decision and who not - it seems a purely subjective case where each moderator has own opinion, im simply pointing out the whole process, its really ridiculous

Luke this is a suggestion about Protocol , lets move it there and have a discussion on whats best to do.

I made post in complaints because its complant, i didnt offer a solution just pointed out the problem.

I can post solution how i think is right, its to consult with head of b&u section but let him have final word, just like @Jimmy was doing.

I have nothing agaisnt aleksandar or akuma but this is clear weakness of the system if anyone can spam complaitns and highter admins will just post decision so he shut up. As i said i remmber it was same years ago too, maybe finally we need to do something about it.

Global admins should be responsible for dealing with global matters and how to improve league in general and not deciding if someone should get 1 or 2 days ban because someone keeps spamming complaints

Maybe thru Discussion , we can find a solution.
But Complains are made for Moderators decisions, and in this case you think that Protocol could be changed , so its a Suggestion we could discuss.

Anyhow ,ontopic , this is exact same thing i had in mind, to let B&U Coordinate independently.

And you provided a good example, because a Regular user demanded that community leader solve a Complaint,  which shouldnt happen , i agree.

Lets see what is their status on this , and we can go from there.
