I think we should first decide if the current tusk's ulti is a bug or it's just OP in the current patch.Every dota patch has had OP spells that got nerfed in the next patches, but if we are talking about a bug that a spell does way more damage than what the spell's description says then it should be considered as a bug.Now if someone is abusing this bug then that is called bug abuse, which is against the rules.Easy fix would be if Draco released a new patch with this being fixed, but this will take a while. I don't know just how much this "mass dmg tusk ult" actually matters in a game, if it gives huge advantage to whichever team plays tusk and is aware of this bug then we can consider it as a bug abuse. If the spell just deals more dmg than usual and doesnt really have a huge impact in the game's balance then we can just call it an OP spell.

Just did some tests with the Puppet and if the normal hit does 90-100 damage, Walrus Punch did 520-580, so it is definitely a bug. p.s. it works only if you cast Walrus Punch manually, auto-cast does way less damage.
the only solution would be to ban any user who plays tusk, unless someone has a better idea?
1) Warned (twice max) in game by bug-aware people, once bug usage is noticed2) Banned in case they abuse the bug after warns
This is option too but you need to consider that all use it manually, its habit. I mean does anyone even use it with autoccast? Or slarder ulti ?
I wouldnt recommend banning for thatbecause you dont have to know the bug to use itjust try to push your players to avoid picking it

about the solution; idk as of now, there isn't really a solution that solves the problem but we'll most likely sanction ppl who obviously try to take advantage over this bug
