Also this part of rules set is weird:

- Retard, idiot, b*tch, motherf*cker and similar expressions are considered as common flames.

How comes it is not bannable (if not excessive), if it is still hate speech?

Point is that "dota rage" is very common so like 90% player would be banned. You can check literally every game someone calls others retards and idiots.

I think is good to sanction for hate speech but sanction should be mute, not ban. But we dont have mute option (though its not hard to implement imo, like i said input filtering is already there, most work is to modify la plugin and add new value to db).
