For refusing to kick: I wont ban someone. There were 3 votekicks, all initiated by players from the other team; even you, that are reporting him now, voted just once. In the first votekick no one typed !yes, in 2nd  votekick 1 guy from other team and 2 from your team didnt vote. In the 3rd: only 2 votes. For your teammates I think is enough that it cost them that game and wouldnt be fair to ban a guy for not kicking when even the game ruiner's team didnt vote. Next time: initiate votekick if one of your teammates ruins the game somehow and write in all chat the reason for votekick; pause the game if you need to, whisper the host is the chat is muted.
