This is not considered as a bug, as far as i know. We faced this 'trick' even in serious tournaments on safelist and eurobattle at all. I haven`t seen any ban for this in lagabuse as well. So you just had to carry teleport in early game or just ignore that fight for rune since your hero does not have any escape movement skills.
It worked long ago even in Icefrog`s Map, so nothing new here, it was never be a reason to ban.

Ain`t, for example, magina+tiny combo (magina blinks at some cliff => tiny tosses enemy there => magina blinks out) and many similar combos considered a bug? No.

2. Refusing to play:

8:40 - ~11:00 - you were farming woods, that actually made you useless for that period
 for your team, cause you did not even bother using armor on someone except yourself. Also at ~9:30 you even came (having Quelling Blade+high base damage) to steal that low level neutral camp from Leoric)

Then you came mid, died once.
Then:
[16:00 -  23:00]: you were farming woods ignoring many game actions.
And at 16:40 there are some fight action at bot lane, you ignored it).
Also at like ~19:00 your team died in fight, you did not join this one too).
[21:00-22:00]: There was happening an important fight in which you had like 40 seconds to join, cause they were initiating it for like 40 seconds.
You were completely useless in that game, and i consider it as refusing to play, cause you obviously was doing it for entire game.

So, here is my decision, probably sad for you:
Nauru !banned 3 days + 2 warns (Game ruin: refusing to play, + a bit of family related flame)

Have a nice day, Nauru! And next time try not to ruin games on purpose - learn to play with team instead! Show some respect for this long-living game called DotA Allstars. And for this place that lets you to play this game with another players.
