Used to happen on 1.27b as well, it has something to do with the current DotA version

I think its about some heroes like spec and bat,they both look like sleeping inside lifting in air most times as you said,i guess it happens when some hero ignoring unit path like spec,bat and probably with winter too

Oh and i forgot , when he was batrider used flaming skis or whatever, he went inot river over impassible terrain and ursa just followed him over it

This feature has been added even in Icefrog's Map... Stop this, please

Its just "new" animation if hero has "special effect" - spec on daggers path, batrider during firefly etc....
that sleep lasts same amount of time af cyclone, afaik its coz of bugs which occured in past.
