He was refusing for around 3 minutes but nothing happened during that time, so it didn't affect the game. Later he tried to splitpush top and didn't have a teleport scroll. However, once he saw enemeis pushing bot he rushed there to help. Afterwards he was playing normally. Don't think its enough for a ban in this case
