when ItsAllGoodMan tell on all i have mh and insulting me, i used command !muteall,
but he again said me, 2-3 times, in pirvate mesages
Insulting are ,,retard,, and injurii in romanian language ,,mortii matii'' means a person who die, and he's relationship of my mother

Just ask, when a player leave the game, need to make report? Or is enough banned automatly from both.

you don't need to make request when player leaves, he is getting autoban in length depending on his previous leavings, (in this case hercules86. got banned for 2 days).

about this other guy who flamed you we don't ban for words such as "retard" since they are considered common, and I can't find "mortii mati" flame in gamelog, so if you have that one screenshoted you'll have to post it.
Anyway my advice is to use both <!ignore player> command in game, as well as /ignore player if he continue to harass you via whisper.
However he will get banned for ban avoiding so you don't have to worry about that specific player
