Perma banned unbanned ?

I've reported this guy, killkillkill, and he got perma. Now i see him he is playing.. Is there any rule that perma ban can be removed? Btw, he didnt put any unban req.

Don't know why he got unbanned but here :
Added ban on killkillkill in game RD // 1700++ // _+1. Duration: permanent.
