    starting a !votekick and vote !yes against player who didn't break any of these rules, is not allowed.

Lina didn't break any rules in that game, somebody accused him of maphack and started !votekick, but you can't possibly tell if he is maphacking or not unless you watch replay, (or it is too obvious which in this case wasn't), that's why we have section and staff who solve those requests.
