Unban request for my neighbour ( He dont know how to post request, he is young )

4: Reason that forced you to break the rule?
Laptop battery wasn`t in his laptop
5: Explain to us a general vision about the situation.
He called me on phone that his father was doing something with electricity and power went off and since he dont have battery for his laptop he was disconnected.
