like i said he Pub Rd mode and he start it with cm he didnt asked if we agree with it...than the Player who was on top in team2 didnt knowed how to pick and ban Heros so we all got random pick

That isn't bannable.

You can check the mode by !hcl or !mode.

Host set the mode after 36 seconds, not a single player checked what mode is set.
Additionally bot says what mode is set when host !starts the game.
