Ok, mega long post coming through, I'll talk a bit about the changes as I look at them and say if they're good or bad to the overall balance of the game not to the fanboys picking it/buying them.

Bat, good changes, he was farming far too fast in woods, the mana for ulti also good, he pretty much always had mana, now maybe he needs to THINK a bit.
Rex, bad change, just helps noobs get more lasthits early, it was fine before.
BS, good that ulti can't be dispelled, bad that it has faster cast animation that just helps noobs, it was fine before.
Gondar, changes which help noobs, it was fine before.
Panda, cute, this is the kind of thing he should do more, not fucking RANDOM CHANCE axe spins.
Bristle was already very good, now he's even better, bad change.
Brood is still a useless feeder of spiders to some aoe, even with so many improvements.
Chen was already very good, now it's even better, bad change.
Clinkz was already very good, now he will farm faster from lvl 2 ult, and from lvl 3 ult he will pretty much always have the +dmg+hp, he will be far better, bad change.
Cent, probably the best change from all of these, with the bat one, cent always has mana early because double edge doesn't cost any, now he will think twice before perma stunning early since stun mana increased.

Dazzle, that ministun was more like a real stun not really mini at all, and was also very annoying because of how the spell was, slowing you down a lot and only then stunning, was one of the best single target spells in the game, now it's average, good change.
Thrall was already very good, now it's even better, bad change.
Doom, good change, it will now force noobs to go for basi, which he needs anyway because he has -9999999999 armor.

Jugger, the ulti is theoretically weaker, realistically better, base attack time change is fine. Ok changes, not really good changes because jugger was good anyway and now it's better.
Kotl, give heal nub. Cute changes. The unobstructed vision at day is nice with bala unobstructed vision at night. Mega unobstructed vision players.
Kunkka, what the fuck "x can now last twice as long on allies" implies it involves random chance. Bad changes.
Legion, XDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDDD the most op hero, and he buffs it hugely + adds random chance. Worst fucking change in the history of dota.
Lesh, lightning storm is 4 sec cd at lvl 4, and now slows 75% for 0.5, the spell is way too good now, also the ult improvements wasn't needed it was fine before, bad changes.
Lich, "frost armor can now be cast on buildings" this is a joke right ? "aghanim scepter chain frost no longer has a bounce limit" ... XDDDDDDDDDDDDDDDDDDDDDDDDD very bad changes.
Lina, more stun duration, more range, ULTI GOES THROUGH BKB/RAGE, hahahahaha. Like it wasn't good enough, bad change.

WD, excellent maledict cd reduction, perfect change, the ult attack isn't too much of an improvement. Best changes.
Zeus, good changes especially the lightning bolt on ground which hits closest hero in 325 range.
Overall since many heroes got improvements they shouldn't get, it is still balanced because when one of them gets better others get too, however some changes are simply too much, and some changes are too little. The game is still far away from being balanced.

Ice blast no longer gets dispelled, finally, it was so retarded that legion could just remove it.
Tinker refreshes dagger too, finally.
Sylla melee range nerf, good change.
Empower aoe nerf, good change.
Battle hunger gets dispelled when magic immune target, finally.
Good changes on parity.
Overall it's all good. Some heroes will be very annoying, but you can still always exploit their weaknesses.
