1. The one and only solution that will work on 99.9% is to reinstall the whole OS. Complete reinstall including disk format. So make a backup, format your drive and reinstall your system. I would also run a scandisk, maybe your drive is corrupted. Check your S.M.A.R.T. properties. 2. Now, to help you get a better experience, I would recommend you to install Win7. Can you tell me what hardware you have?
