I dont really understand what you write since your english sucks hard. Btw from the point slark has the essence shift (3rd skill), he steal 1 point from str agi and int with every hit. So actually slark dont "burn" mana, but stealing int points, which lowers the target's mana pool(max mana), and because of the fact that mana and hp is % related, therefore you loose mana. example: you have 100/200 mana (50%) then he hits you, and steal 1 int, then your 200 max mana will be lowered with 13, since 1 int point gives you 13 max mana.
After it you will have 187 max mana, and your actual mana will be only the new max mana's 50% = 93,5.
If slark skills his essence shift on lvl7 first, then he will lower your mana from lvl7. I hope that was the answer for your question.
