its german look, so u can install different keyboard support in it and if u know your current keyboard layout then u are fine ...if u dont, u can replace it with different layout.
And about system? well, not that hard to change it or try to look up for some way how to change language.

the only difference between german keyboard & english keyboard is that button 'y' is 'z' and the button 'z' is 'y',just swap them and the problem solved

no the language can be changed.
You just have to get it via update center, select english and download it, than after it's installed you can change it at  Control Panel\Clock, Language, and Region : change language display.

I used to have my windows on dutch, and always i switched to english via this way.

ps : as somebody else said graphic is not that important, it's better to have more RAM and better proccessor cuz Graphic card can be increased in a easy way.
By installing Windows 7 64bit, and the graphic card will get some of your ram, from 1 will got 2 GB
( mine went from 512 MB to 1512 MB, in windows 7 64bit)

Windows 7 and 8 language can be changed any time if you own one of these versions:  Enterprise, Ultimate. Its very easy, just go to windows update, go for optional updates and all the available languages are there to download. After that you go to control panel, and regional and language and simply change it.

If you have other versions than mentioned above, you cannot change the language. The only thing you can do is to download a win7 installation in the preferred language and reinstall your system with it.(or install ultimate edition and you can do it anytime)

Also if you are changing between these two laptops, you must consider what you are going to use it for. If you prefer gaming modern games definitely go for the AMD one. If you are playing games like dota, dota2 etc you the intel+nvidia is a better, non the less the 720M is a very shitty graphic card. If you think of performance comparison, the intel HD 4400/4600 is the challenger, and I think the intel graphics is better for overall usage. Also check out some Toshiba, they have really well built notebooks in the mid range class

How lenovo became a shitty brand?
I had owned VAIO earlier, its good machine, but their cases are very poor plastic, very fragile and easy to break, especially when you open it few times due to maintenance.
HP overall seems to be a brand, which doenst prefer their customers to do anything inside their laptops...first laptop ever, which I had to disassemble completely (I mean completely, take screen out and remove MOBO too) to be able to clean fan and replace thermal paste...
And about ASUS, well I have heard lots of stories, some guys hate them others love them...and I have no exprience with them 
DELL machines are good too, but better to go mid-high range for gaming as low-mid range machines usually overheats.

Stop looking so much at the brand, only the specs are important, every single brand has shit pcs/laptops and good ones, their names are irrelevant, just look at the specs and how easily you can disassemble them in case you need to etc things like that.

Also, he made it pretty clear he will choose only one of them, but just incase anyone else in this situation is reading, just because you didn't plan on using a pc/laptop for gaming doesn't mean you should buy a shit pc/laptop, maybe you will want to use it for that too and then you'll need a new one because the one you bought is too weak, why would you limit your own options and waste your time/money like that ?

The concept of "planning" on not using it for anything else is quite ridicolous, since you can plan to do something only an hour later and your perspective, situation, availability, mood can simply change and your plans will be useless.

You can't predict your future, no matter how hard you try, and you will only go downhill if you try, if you rely on the luck of prediction to solve your problems then I have some bad news for you.

To deviate from the subject a bit (you can stop reading if you're not interested), I've seen this stupid mentality around for giving up on games aswell. "I'm moving on with my life, I won't have time to play anymore, I'm better off without it", simply retarded thoughts, just because you'll have less time as you grow up doesn't mean you have to sacrifice doing what you enjoy completely, sure you won't have as much time, but that doesn't mean you have to erase everything you like from existence.
Before you go walking around like an empty sad robot like the rest of the world stop 1, 2 seconds and think what you're doing. That's one of the saddest things you can do in life, deciding to delete or to not do something you like ever again, just because of a little change/hardship in your life, if you continue down this road and you'll be depressed/apathetic in no time.

The point is, you can try as much as you like, you can make as many sacrifices as you can, but at the end of the day it will all be for nothing, your life will still suck, so you might aswell enjoy it as much as you can by doing what you like as much as you can, being happy about it, rather that struggling to fight endless mental blocks and restrictions you are inflicting upon yourselves for various uncertain, unjustified, naive reasons.

In case he has to choose only between those 2, i would go for second simply cause it has better processor. Even so its dual core i5, it has more cache, and more speed per clock. The amd is quad core, but its like buisness class of processor, so pick second and u can't go wrong.
Also get a program like fan speed control, and a game booster to close aplications when you play dota2 to avoid any kind of heating and take care of your laptop

I gotta say I work with HP PCs and laptops, their laptops are easy to disassemble (I have exp with few types only) and clean (unlike Acer, where you need to take out literally everything to take out fan).

Acer's hinges sucks really, HP have good ones. I had only few Dells but saw no problems with hinges.

A friend of mine had Lenovo and had huge problems with reclamation.

GT720M and HD4600 are similar in performance but since its i5, you should chose GT720m.
