Question about warkeys

I saw few days ago a player using meepo warkeys, instantly loading all meepos in one place. He admited of using ones. Are these allowed or the player should be reported cause its obviously hack, by hands its impossible to load all meepos in 1 place in 0.1 sec?? also invoker keys count the same?
