You are mistaken. Tinker will have perma Bkb,force/hex/manta/dagon ( bloodstone) ... etc so clock cant do ANYthing to him.

Permahex ends the very moment you can't rearm. Posessing 2500 initiation range with constant ministuns is enough to ensure you'll have very had time rearming. Your manapool is limited, and every cancelled rearm still costs you 250 mana. Clock can also get BKB and give no fucks about your hex, dagons, and all other shenigans.

Did you ever actually try to rearm BKB?

I know theorycrfting is cool, but at least consider ALL aspects, not only those that fit your  theory. Hitler also thought he can conquer entire wolrd, and guess what? He forgot that russians can actually bite back.
