You need to be a Contributor in order to do that.

You can become Contributor in two ways, donate to LA or become part of the staff.

I'd say go for the first one, it's easier :)

Guy J is not in charge anymore for donations , i asked him some weeks before and he said to me that it's better to contact Angel ,cause he had lost track of donations .

So my advice go talk with Angel .
