Only funny thing in this story is actually your post. There are players with low/mid/high skill, so you just want perma ban for guy with low dota skill.

no man..1/17 and at minute 40 only items tangoes and a staff of wizardy without item selling or destroy it's not low skill,it's no skill..it's called game ruining. if u check other replays he thinks that boots are optional,if he won't be banned,i'll never play with him again so not a big problem,but he will ruins games of people that don't know to don't play with him.

We can't ban anyone for low skill or no DotA knowledge. If we would, I could ban at least 6 or 7 players from every noob game - by picking 5 carries the game is ruined before it actually starts.

about the stuff about boots, i think he makes tranquil all the times maybe thats why its empty in slot 1 but no boots in stats page
