I would like a clarification:

If player leaves and other player takes items is that ok?
If yes then fastest player gets items and others get screwed?

In what situations is it allowed (if ever) and in what is it not.... I am one of those who get screwed because I dont know is it allowed. Saw few games where people stoped playing and all tryed to control leavers hero to get his items.

I asked this question some time ago and moderators couldnt agree.

This line here explains it all , just read the ingame rules and any question you have will about rules
will be explained there .

although,that rule is flexible.u can take items,sell them,do what u want to do,BUT only if your team says ok.majority of pub games has "smart" prick who wont let u do that,and therefore its bannable.but if u all agree,take items and make rampage

lol not , if you want that agreement you will have to play with skilled players , and not with noobs .
They don't understand that . And yes it should stay bannable cause there are many people who sell leavers
items for it's own profits , not for team .

Taking items from leaver and selling them by yourself is bannable, if your teammates didn't let you take the items.

If you are only carry in your team and your teammates are clever enough, they are gonna let you take the items. I've been in few games like that, and it worked fine. So, it's bannable if you do it against the approval of your teammates, if everyone agrees, you can take/sell those items.

well its hard to agree in pub game couse all players r greedy and want to take all items for themselves. there isnt best option couse it depends on items u can get/ gold if u sell them all/ or both. personally i like to take sticks or 1-2 items which i need to complete some set.
i would ban only taking all items(by 1 player) from leaver and selling them (unlest all team agrees), i think its worst option

played a game few days ago, herbinger was mid and even tho we were all bad he managed to farm 5 null talismans and pt in couple min and then he disconeccted. the 3 remaining heroes besides me were in base on hold, but epic battle on harbingers items. 1 tries to take pt, and 2 r fighting over nulls. it was harbiner on parkinson... and they did it like 3-4 minutes. ofc they pushed all towers and started to rape us near fountain, but you gotta take that nulls. it was hilarious
