Report you?That's why he's admin,he can all ways mute you for flaming + ban you.Anyway i thought you were asking for moderators.For admins you can report if there is someone upper then him(Administrator is the highest position then Global admins then all other admins) and if he muted you without reason(not the case it seems)

No,ONLY if you break any rule he's free to mute you or you provoke him.As long as you don't break any rule you won't get muted simple as that
