how can someone click on enemy hero in 24min  of the game and that that user is not MH.....
when i see my clicks.... there is a lot.... but some users do not click at all... how can he play like that and do not have some kind of cak....

I guess you didn't understand him,he meant that user have 2 or 3 clicks per game so he is asking can that be hack.This can be done but can't be proven as much as i remember/know

It's very weird if players click only few times per game on enemy heroes. People who do that are mostly map hackers because they don't know where the fog is, so they are afraid to click a hero because if they click him under fog (which they don't see) if someone reports them, they are banned.

But, it's like this in probably 95% cases, maybe some people are just used to play like that

Some ppl may have only few fog clicks per game.
The best thing you can do is to report him in MH reports. We can chat about some selection, but there are hacks mods and this is work for them.
If you'll explain the situation enough, I believe they will check it even tho you give them only 1 situation.
