The tool is forbidden because it can give you benefits over you opponents. As you said you know when some1 is shopping at side shop, not real benefit. But if you see Naix used his ulty, you can figure out he is farming in woods, you can gank him and you know he can't use his ulty. But the biggest problem is when you are simply farming in your woods and there is riki/invis gondar/etc. You have no idea but when your teammate selects him... You can benefit from it.
Other thing is that some1 paid a coder to make this tool and granted this tool to staff under oath that it will be for staff only. This tool unfortunately leaked...
