No, you can't ask for ban for spectre. Anyone can use !votekick command against anyone he wants to. This command requires 80% of players to vote !yes. Since this is pretty "democratic" command and you can use this command (why else would it be there?!), it isn't bannable to votekick a player.

I feel qualified to deal with this, so I'm doing it, you have my explanation.

I'm not saying it is nice or fair to kick player (no I'm not talking about you) who owns and kills enemy but if others agree with votekick, you'll be kicked.

You have 1600 PSR, with this you can join 1600+ or at least 1550+ game. I advice you to avoid playing Easy Mode noob games. In better game you have chance to play with better players who understand the fact that carry needs kills, this player won't try to kick.

I'll let this open for some time, so if you have anything to say or if you have any other questions regarding this topic, feel free to post.
