its very posible, cause after 6 months acc that is not activated is deleted, so u cr8 a banned acc on playdota ..
go write unban request in unban section, and explain your situation ..

so mostlikely it means, if u get perma ban, there is a little chance u get unbanned after period...
so another question is: are u allowed to create another acc and use it, coz by rule. If u have ban on acc u not allowed to use another acc to avoid ban.

To get unbanned from permaban you need to do these things :

1.Delete your MapHack in Warcraft
2.Play games and show some good behavior , being active on forums could help as well.

You can also donate , to get unbaned , but if you get caught with Mh again , we ban it again and then donation wont get it unbanned.
