He played pudge and used dagger and hook to stuck me in trees. Tried this 2 times and finally done it. The reason was "having runes". I was stucked there about 3 mins until other team killed me.

I do not know that command.

According to this answer, if we use maphack ,it is not a problem because others have to notice it and leave game or use an unmaphacker?

Someone is attacking me and you say I need to protect myself and you make this attack "legal" unless I protect myself.  Do I get it right?

I'm not sure if -disablehelp works for hook as you don't have to target a unit.
