Those flames were intended for Zeus and since werent excessive I rather sanction him for them only if Zeus reports him.

About refusing to play:
-he missed a fight while pushing bot but came back to def when he saw them
-missed one more after dying in woods but you were all farming or staying def
-he gone in woods, again, while they were mid, but they gone back
Not enough to be considered refusing to play and he wasnt AFK either.

He did tried to hook Zeus a few times but he didnt put him in any danger and you had only the Tree and its twrs left at that moment.
