Is there possibility to change number of slots? For example instead of having 5 slots in Sentinel and Scourge is there solution so we have only 1 on both sides and rest could be reserved for obs? I think this will make easier job for tour mods and there'll be more observers i think

U can actually do that anyways,put the people that wanna watch the game on normal slots(scourge and sentinel) and they can watch the game from one side's viewpoint without interfering with either sides economy,but those guys will get a hero and the starting gold,all admin/mod has to do is make sure they dont feed either of the sides and dont interfere with the game itself(in which case there should be some penalty for those who interfere,like a few days ban,ban on the la tour channel or something).That being said ,this is the simple option,and itd probably be better off only putting people mods actually trust with not interfering.Also theres the case when people on those slots leave the game,and give all the gold to the player that was on that team.Perhaps a bit risky,but as i said,its the easy way,and only some people should be allowed to watch games that way.

Dont like that kinda way of playing 1v1 but yea that could be one of solution also not very smart one. Back to my idea i think i saw that 1v1 system with lots of obs but im not sure where. Idk if that was on Garena or on huh i cant remember 2nd platform name but i think that can be very useful and interesting

If dota map had a special mode that would put 2-5 and 7-10 as OBS then sure but without such support in map we would have to modify bot code to achieve this goal, likely not going to happen.
Stefos made an experimental patch to have unlimited obs slots and I think it kinda worked but was far from finished.
