I thought it will need more higher perfomance for dota 2 ..

The req. are quite decent.
By the time the game is out, the incoming Galaxy S3 phone will even cover them.
A pc like that you can by for 200 euro or for 100 as 2nd hand.
Dota2 won't use DX11. You don't have dynamic pictures' change. The background almost remains the same for a fair amount of time. (not as in some 3D shooter or race game). 
4-5 years old pcs should run it without any problems.

Those requirements are ok, nothing extreme. They know that many DotA players don't have imba computers coz they simply don't need it for DotA + often when you read Minimum System Requirements you can find ppl saying: "Hey, I can run it on my PC and it is below min sys req." Minimum System Requirements = computer on which you can run the game on low details, not very lowest possible.

Video Card: nVidia GeForce 7600 GS
Like a 5 years old. When it was new it cost ~150 euros, now you can get better card for 30 euros.
Processor: Intel Pentium 4 @ 3.0 GHz
You can get dual core processor (and I don't think you really need 2 cores @ 3 GHz but ok) for 45 euros.
RAM
No need to say anything, 1 GB RAM costs 8 euros 

It is possible to get all these components cheaper.

No, rly I think. For pc like this:

AMD ATHLON (tm) x2 Dual
Core Processor 5200+
2.7GHz, 4GB of RAM
ATI RADEON HD 5450

300GB HD etc etc etc. I pay only 250 Euro in my city Shop (Brcko)

Its ok pc for dota.
