about fountain kills?

Is it still ban reason to foutain kill people hardcorely? I just played a game 4v5 (a dude left). We had many feeder w/o any skills other team fed much and only play for score. They didnt even push baracks only kill people. After a while they start fountain kill us till the end. Is it still a ban reason?

there was a spec who use his dagger to go behind our fountain so we cant run behind the fountain and there was a pudge constantly hooking us. About ff we were 4 ppl and 3 of us did ff. But there was a 1 hardcore n00b he didnt do ff regardless we told him to do. So what about that? Wtf i can do in that situation? If i leave i got banned. If i dont my score will be shit... 25 lwl hardcorely fed spec used his dagger and go behind fountain (in the woods where fountain cant hit him) and pudge keep hooking us. And 1 dude not ffing. There is noway for my team to do anything but die in secs after they born. So i m guessing i can just host a game and put a feeder (a freind of mine) on opposite team and told him not to ff and fountain kill them all night long? Yes i can it seems. Nice.
