Technical support / help

Since I switched version to 1.28 I can't opet w3 in full screen, need to wait few minutes to connect to battle.net (before it needed few seconds), need to refresh lobby few times before games appears, and got ping over 10k in game, so I can't play. Have ok pc, and 10mb internet, so it's something wrong with game.
any solutions?
